Thomas DeHaven Foulke was born in 1832 in Richlandtown to Everard Edward Foulke and Frances 'Fannie' Watson. His grandfather was a tax collector and was involved in the Fries Rebellion against them.

Everard and Frances Foulke moved their family into Ohio and then into Illlinois. They were farmers and Thomas and brothers worked on the farm. Thomas D. enlisted at the same time as his brother Lester E. in the Civil War 1 Jul 1863.

Thomas Dehaven Foulke married Maria Eunice Whiteman on 23 Dec 1868, They had four children.

'The Historical Collections Relating to Gwynedd, a township in Montgomery County, Pennsyl;vania." by Howard M Jenkins, Thomas DeHaven Foulke and his brother Lester Everard Foulke were associated in business together, 'T.D. Foulke and Brother". They purchased and conducted the business for 'Arthur Springs Stock Farm' near Sidney, Illinois. In 1882, Thomas purchased his brother Lester's interest in their business. This was the year that Lester married Lenora Martha Duncan.

Later Thomas' health began to fail. He retired from his business about 1888, about 5 years prior to his death in 1893. He is buried in Mount Hope Cemetery, Sidney, Champaign County, Illinois.
