Howard enjoyed hunting, fishing, gardening, and family gatherings. Howard was a member of The Church of Jesus Christ of Latter-day Saints. He served in the Young Men’s as an Explorer Scout Leader.
Howard served in the National Guard in the 144th Evacuation Hospital unit. During the Berlin Crisis in 1961 and 1962, he was stationed in Fort Leonardwood, Missouri.
He is survived by his wife of sixty years, Myrtle Rae Allen; five children, Deborah (Bill) DeLany, William Reid (Pauline) Allen, Michael Todd Allen, Steven (John) Allen, and Karen (Primo) Lopez; eight grandchildren, Russell (Mysti) Tiffany, William (Liz) Tiffany, Heather (Andrea) Tiffany, Amanda (Clay) Green, Kevin (Whitney) Allen, Chaylino Barrera, Marcial (Sapo) Barrera, and Staci Lyn Allen; and ten great-grandchildren, Jeramy Fritz, Ryder Fritz, Xander Tiffany, Wyatt Tiffany, Kelsey Tiffany, Nathan Tiffany, Bailey Acosta, Jayden Acosta, Ashlyn Green, and Phoenix Green. Preceded in death by his parents, Russell and Vervene S. Allen; brothers, Cal Allen and Harold E. Allen (twin); grandparents; aunts; and uncles.

Funeral services will be held on Tuesday, January 29, 2019 at 12:00 p.m. in the Corner Canyon Seventh Ward Chapel, 13400 South 1300 East, Draper. A viewing will be held on Monday, January 28, 2019 from 6:00 to 8:00 p.m. at Anderson & Goff Mortuary, 11859 South 700 East, Draper, and an hour prior to the services at the church on Tuesday.
Burial will be in the Larkin Sunset Gardens Cemetery, 1950 East Dimple Dell Road (10600 South), Sandy.
