Octavius came to Southport, Wisconsin with his parents at the age of four years. His father was in the lumber business. He graduated from Yale University and served as a clerk to the chief quartermaster on General Grant's staff during the Civil War. After the war, he joined his father in the lumber business in Chicago, Illinois. He relocated to Kenosha after the Chicago Fire in 1871. In 1883 he was elected Mayor of Kenosha. Upon his death, he was said to have been one of the wealthiest men in Southern Wisconsin.
