Judge Bill Bell was born in Freeport, Texas to Charles Everett Bell and Lillie Evelyn (Cole) Constance. Bill attended Dry Creek High School. He joined the U.S. Navy, and after that he attended Louisiana State University of New Orleans where he earned his Bachelor of Arts Degree. He then earned his Juris Doctor Degree Loyola University of South School of Law. He later earned a Master of Laws Degree from SMU in Dallas. He and his wife, Lucille Cross met while attending Loyola Law School. They married on August 8, 1970 and lived in Rockwall for 17 years. They moved to Royse City in 1988 and have remained a staple of the community ever since.
