She was born on September 14, 1936 in Barnes Corners, NY, the daughter of Leon and Irene (Stoddard) Townsend. Helen was a graduate of Lowville Central Schools and received a certificate for Business and Bookkeeping at Central City Business School in Syracuse, NY.

On May 25, 1957, she was united in marriage to James R. Payne at Saints Peter and Paul's Church in Barnes Corners, NY and shared a blessed union of nearly 62 years.

Together with her husband, Jim, they owned and operated Payne’s Boat Livery and Seaplane Service in Inlet, NY. Helen was also a Bookkeeper for Payne & Levi Lumber and BJ Queen Enterprises for many years.
