Tom was born in Corsicana, Texas on September 6, 1917, to O.T. Rainey, Sr. and Rosa King Rainey, the eldest of 7 children. The Rainey family moved to Tyler in 1924 where Tom attended Douglas Elementary, Roberts Junior High and Tyler High School.
Tom was preceded in death by his infant son, Dan Allen Rainey, his parents, one brother, and five sisters. He is survived by his wife of 78 years, Martha Scantlin Rainey, his two sons, Wayne Rainey and wife, Patricia, and Randy Rainey and his wife, Gini; five grandchildren, thirteen great-grandchildren and five great-great-grandchildren.
Honorary pallbearers are Rick Rainey, Josh Rainey, Bobby Rowe, Wesley Wills, Cole Wills, Brian Ellis, Oliver Rainey-Ellis, Jeff Peacock, Dylan Peacock and Buddy Miller.
