Cannon Scruggs was born on April 12, 1861 in Williamson County, Tennessee, the son of Edward "Ed" Scruggs (1825–1910) and Mariah (Elllison) Scruggs.

He was married 1st on September 23, 1880 in Williamson County to Nannie Cummins.

A farmer out of Franklin, he was 85 years old and a widower when he died of myocarditis on February 28, 1947 at Nashville's Central State Hospital, where he had been for six years.

Survivors included daughters Mrs Annie Reese and Mrs Josephine Scruggs, sons Burt Scruggs and Edward Scruggs, sisters Miss Lula Ellison and Miss Narsciss Ellison, brothers Samuel Ellison and Stanton Scruggs, seven grandchildren, ten great-grandchildren, six nieces, sixteen nephews and other relatives and friends.

Funeral Services were held on March 2nd at the home of his daughter Mrs Annie Reese at 515 11th Avenue North in Franklin, and Burial was in Scruggs Cemetery in Franklin.
