DALLAS – Barbara Marie Tipton was born August 13, 1953 in Los Angeles, California, first child of Whitney "Al" Graham and Barbara Bull Graham. Her sister Julieanne and brother George followed. Barbara graduated from Medford High School in 1971 and moved to California. She returned to Medford and began working for the State, transferring to the University of Oregon in Eugene in 1975.

She met her husband Gerald (Jerry) in 1976 and married on August 20, 1977 in Eugene and was deployed to Baumholder Germany with Jerry in 1979. Daughter Sarah was born in 1980 and son Jonathan in 1981. They returned to the US in 1983, settling in LaGrande.

Barbara graduated from EOSC in 1986, Magna Cum Laude with a BS in Anthropology. She went to work at Eastern Oregon Correctional Institution in Pendleton and earned an MS in Correctional Administration for WOSC.

Jerry returned to active service in the Army in 1989 and the family moved to Rhode Island. Barbara worked as a counselor of the Rhode Island prisons until 1994 when Jerry was assigned to the Army War College in Carlisle, Pennsylvania. Barbara originally thought about enrolling in a PhD program but ended up as a law student at Dickinson College of Law in Carlisle. After two years at Dickinson and one at Boston College, she received her Doctorate of Jurisprudence (JD). She was later admitted to the bar in Connecticut.

When Jerry was transferred to DC, Barbara went to work at the Office of Professional Responsibility, US Department of Justice. She received a Top Secret, Sensitive Compartmentalized Information Clearance and worked with the secret FISA Unit. She was at the DOJ Building on 9/11.

She was enticed away by the FBI. After helping them with FISA warrants she was asked to be the lead instructor at the FBI Academy in Quantico, Virginia for Intelligence Analysts. She retired in 2006 and moved to Dallas, Oregon.

She is survived by her husband of 41 years Jerry, daughter Sarah, son Jonathan and spouse Courtney, and granddaughter Abigail and recently adopted daughters Annabelle and Ava. She is also survived by her father Whitney (Al) Graham, mother Barbara Napohaku, sister Julieanne Antush and spouse Bill and many nieces and nephews as well.

A Celebration of Barbara's life will be held at 1:00 PM on Thursday, December 20 at the Bollman Tribute Center.
