The second bishop of the Diocese of Rockville Centre on Long Island in New York, John Raymond McGann was born in Brooklyn to Mary Ryan McGann and Thomas McGann. He attended Our Lady of Good Counsel Elementary School and Cathedral College Preparatory Seminary in Brooklyn as well as Immaculate Conception Seminary in Huntington.

On June 3, 1950, he was ordained to the priesthood by the Bishop of Brooklyn, the Most Reverend Thomas E. Molloy and was assigned to St. Anne's Parish in Brentwood where he served until the Diocese of Rockville Centre was founded in 1957. Its newly appointed leader, Bishop Walter Kellenberg, appointed Fr. McGann to the chancery where he served in numerous positions including personal secretary to the bishop. At the same time, Pope John XXIII appointed him a papal chamberlain with the title Very Reverend Monsignor.

On November 12, 1970, Pope Paul VI appointed Monsignor McGann the Auxiliary to Bishop Kellenberg. He was ordained bishop on January 7, 1971. Following the 1976 announcement of the retirement of the founding bishop of the Rockville Centre Diocese, Bishop McGann was appointed his successor. His installation was on June 24, 1976.
