He was a graduate of Rupert High School and a member of Beaver Creek Baptist Church, Keiffer, West Virginia. He was a heavy equipment operator, 20-year employee of Carbon Fuel Company and retired from U.S. Steel.
In 1975, he and his wife, Linda, traveled and sang for ten years with the Gethsemane Trio, with Richard singing the last five years with the Lordsmen Quartet. He never met a stranger and enjoyed meeting everyone he encountered.
Richard was a devoted and loving father, grandfather and will be remembered for his witty sense of humor and big heart. He loved attending the WVU Mountaineer football games with his three sons and making memories in Morgantown for 2o plus years, until failing health. He loved to hunt, fish, camp, and ride his John Deere ATV in the mountains whenever he could. Richard enjoy cooking and his spirit will live on at family gatherings with the many home cooked recipes he created.
Preceding him in death were his parents, Samuel Keith and Mary Catherine Cruikshanks Scruggs; and a grandson, Zachary Ryan Scruggs.
Surviving are his wife, Linda Flanagan Scruggs; sons, William Richard Scruggs and his companion, Kimberly, of Winifrede, Charles Scruggs and his wife, Joy, of Hurricane, Smaule Keith Scruggs and his wife, Tonya, of South Charleston; grandchildren, Tommy Dornsife, J.R., Justin, Griffin and Paige Scruggs; and great grandchildren. nterment in Montgomery Memorial Park, London.
