Joseph was the son of Jonathan and Sarah (Gable) Shaffer. He married Elizabeth Kauff in 1843. The couple had 6 children. Joseph enlisted in the US Army during the Civil War, serving in the 6th Regiment, Company D of the Michigan Cavalry. He was a prisoner of war and died from disease and mistreatment while at Libby Prison. He may have died at the prison or en-route to Andersonville Prison.

Elizabeth had to have the help of Joseph's mother, Sarah, to obtain the Widow's Pensions after Joseph died. There were no records of the birth of the children as none of the family could read or write. Sarah had to submit an affidavit verifying she'd been present at the birth of the children.
