Elizabeth was born in Ewing, Indiana on November 19, 1925; the daughter of the late Benjamin Franklin and Mattie Fern (Smith) Hitch.

She attended Shields High School, in Seymour, and graduated in 1943.

In 1944, she married Arval C. Lange, who passed on May 19, 1946. She later married Harlan G. "Boone" Mellencamp on April 18, 1952. He passed on May 5, 2002.

Libby enjoyed singing in the Shields Jr. and Sr. High School choirs and with the Girls Glee Club. She played the French horn in the school band and with the orchestra. She was always being asked to sing for friends and family. Libby was devoted to her music and enjoyed being able to sing praises to God. She was the youngest Indiana woman singer for the Hancock Trio and over the Columbus radio station. She was always singing in the Central Christian Church choir and later with the St. Paul Congregational Church (Peace Lutheran Church). She even sang on the Island Queen that would go over to Coney Island. Libby was lead singer in a number of musicals at the Majestic Theatre. She was one of the original members of "The Belles of St. Paul". Libby enjoyed watching wildlife, doing her Bible studies, participating in religious gatherings, spending time with her flowers, and scrapbooking. She loved being able to spend time with her friends and family at church or at her home. She was a homemaker, store clerk, and then retired after several years of being a housekeeper at Lutheran Community Home.
