According to the 1940 Census, the family was living in Bellevue and their father, Fred Kaiser Sr. (who completed 4 yrs of HS) was a "Male Nurse" in a "Government Hospital" and his class of worker was "GW" (Government Worker)- this most likely was at the base hospital at Ft. Crook/Offutt Air Field. The 2 boys were both listed as 1 year old at the time and Frankie was listed as "Francis". Fred Kaiser, Jr. for many years went by "Freddy" or "Freddie" especially when he was younger, but in his later years changed his name back to Fred Kaiser according to his Social Security Application & Claims Index.
At some point the family moved to Texarkana, Arkansas and he and Frankie attended HS in Texarkana (the only HS in Texarkana was "Arkansas High School"). I am not sure if he graduated or not - i could not find HS yearbook photos of either brother there - he should've graduated around 1957. Records show he enlisted in the Army on Apr 6, 1960 and was released Feb 22, 1962. Frankie, according to his Warren Commission Testimony (1964), stated he went to the 10th grade in Texarkana then dropped out and "went in the service and went in for 6 months in the National Guards and come out [sic] and then came to Dallas and started to work..." He stated that he worked at Morrisses for about 6 mos got a job at the Texas School Book Depository as a warehouse man and worked there for 3 years then got married (http://jfkassassination.net/russ/testimony/kaiser.htm). At some point, probably right after serving in the military, Fred also moved to Dallas and in 1963 both were living together at 5230 West Ledbetter in Duncanville, a northern suburb of Dallas, and were both working the Texas School Book Depository. As such, both had a place in history in the subsequent investigation into the assassination of President Kennedy. Frankie was not at the Depository on 11/22/63 since he had a dental appointment at Baylor Dental Clinic that day, and as detailed below, about a month and a half after the assassination, it was learned that Freddie had quit his job at the Depository the day before the assassination, although no time records were ever found that he worked there.
During the investigation of the assassination, in January 1964, the Dallas Police Deptartment Intelligence detectives investigated claims that Lee Oswald had applied for a job at the Allright Parking System on Commerce St. near the Depository. Their investigation found that Oswald had never applied there, but that Fred Kaiser, Jr (w/m/24), had quit his job at the Depository the day before the assassination, and applied at the Allright in early December. It is still uncertain how these rumors of Oswald applying at the Allright Parking lot came about, but this investigation was how it was revealed that Fred worked at the Depository.
In another twist of historical fate for the Kaiser brothers, on Dec. 2nd, after the assassination, Frankie, found Oswald's heretofore undiscovered clipboard on the 6th floor of the depository behind some boxes near where the Mannlicher-Carcano rifle had been found; and he found Oswald's blue jacket on the window sill in the blue-collar worker's lunchroom (known as the Domino Room) on the first floor. As a result Frankie's FBI statement was taken by Dallas FBI agent Nat Pinkston and his deposition was later taken by the Warren Commission (Fred never testified to the Warren Commission). : http://jfkassassination.net/russ/testimony/kaiser.htm

After Dallas, Fred, Jr. married Margaret Jean (maiden LNU, date unknown) in NJ. Fred and Frank's parents, Fred, Sr. and Frances, seem to have remained in or returned to Texarkana where they died and are buried. His brother, Frank, appears to have lived for many years in NJ and finally Norman and nearby Black Springs, Arkansas, where he died and is buried. Fred and his father died exactly 1 month part in 2004.
The 1940 Census shows their father, Fred Sr. was born in Missouri (Tolona) and their mother, Francis, was born in Kentucky. In 1935 Fred was living in "Ft. Crook, Missouri" (the area of adjacent to Bellevue soon to have it's name changed to Offut Air Field/AFB) and Frances was living in Millstone, KY.

I have been unable to locate a yearbook photo of either Freddie or Frankie - there aren't many years of the "Arkansas High School" (Texarkana) yearbook available online. If anyone has their yearbook photos or other photos, especially circa 1963, please contact me or upload them here. Thanks!
