Eli was the 7th of 10 children of Jacob Rugh and Elizabeth Keppel of Westmoreland County, Pennsylvania.
He married October 12, 1848, Greensburg, Westmoreland County, Pennsylvania, Mary Magdalena Kunkle.
They appear in the 1860 census of Rock Island County, Illinois. He was a blacksmith.
Eli enlisted for the Union Army August 15, 1862. He was a Sergeant of Company G 126 Illinois Volunteers. He was taken prisoner by the Confederates. He mustered out on July 15, 1865 at Pine Bluff, Arkansas.
They appear in the 1880 census of Liberty, Woodson County, Kansas. He was a farmer.
George was listed in the same township in 1900.
Besides the children linked below they had:
Three other sons d. in infancy in Illinois.
One named Jacob b.ca. 1860.
