Civil War Union Army Officer, US Congressman. He served in the Civil War as Colonel and commander of the 48th Massachusetts Volunteer Infantry, which he led in General Nathaniel Banks' 1863 campaign in Louisiana and in the siege operations that forced the capitulation of Port Hudson, Mississippi. He was elected as a Republican to represent two different Massachusetts Congressional Districts in the United States House of Representatives, serving from 1881 to 1887, first representing the 6th District from 1881 to 1883, then the 7th District from 1883 to 1887.
