Billy Ray Horn, 70, passed away on Sunday, October 28, 2018 in Bowie, Texas.
Memorial services will be on Saturday, November 3, 2018 at 10:00 a.m. at Freedom Life Church in Bowie.

Bill was born April 9, 1948 in Jacksboro to Raymond and Helen (Ford) Horn. He attended Hirschi High School in Wichita Falls. Bill joined the United States Navy as a Fireman, and defended his country in the Vietnam War.
In 1974 Billy married Phyllis Hilliard in Bowie. He worked as a contract painter in the Bowie area for many years. In 1981 he joined the City of Bowie as the Director of Water and Waste Water Treatment, until his retirement.
He is preceded in death by his parents, wife Phyllis Horn and sister Betty Buckley.
Bill is survived by his daughter Laurie Smith of Bowie; grandchildren Daniel and Zachary Ellis; and sister Reba Paig and husband Sherman of Vermont.
