US Congressman, US Senator, Maryland Governor. Born in Snow Hill, Maryland, he rose to prominence in lumber and banking business before he entered politics. Elected to the Maryland State Senate, he served in 1889, 1893 and 1897. He was then elected to represent Maryland's 1st District in the United States House of Representatives, serving less then a year before he was nominated for Governor of Maryland. Elected to that office, he served as the 44th Governor of Maryland for a single term that ran from 1900 to 1904. In 1908 he was elected to represent Maryland in the United States Senate, filling the vacancy that was caused by the death of Senator William P. Whyte, and served in that office until 1921.
