Dr. Lu Ouida Vinson Phillips, 94, passed away on Tuesday, October 16, 2018, in her home, surrounded by family and friends. She was a kind, generous, selfless person who was always ready to support every family member and every friend in the ways they each needed.

Lu Ouida was born July 30, 1924 in Lott, Texas, the third child of Thomas Clarion and Exer Ella (Fincher) Vinson. She grew up in Lott, spending three years before she started to school in Stanton, Texas. The family moved back to Falls County when her father died in 1929. Lu Ouida graduated from Lott High School in 1941 at the age of 16 and entered Mary Hardin Baylor College that same year.

Lu Ouida accepted Christ and joined the Presbyterian Church in 1934. Even though she attended church in many places, she always called the First Presbyterian Church of Lott her church home. She still worshiped there when it was possible.

Her teaching career began in 1942 in Floyd County at the Irick School where she taught four grades in one room. In 1943 to 1946, she taught at the Corsicana State Home and in 1946-47 taught in Los Fresnos in the Texas Valley.

In 1947 she returned to Mary Hardin Baylor and finished her degree with a major in biology and elementary education, graduating with the Class of 1949. In 1949, she took a position in Waco where she taught 14 years. She began in Waco at East Waco Elementary and then to Hillcrest, Mountainview, Provident Heights, Parkdale and Meadowbrook. For the last few of those years, Lu Ouida served as school librarian.

She received a Master’s degree (M.A.) in administration from the University of Texas at Austin and a Master’s in Library Science (M.L.S.) from Texas Woman’s University in Denton. She attended the University of Connecticut at Storrs, taking an advanced math course. She received a Doctorate in Educational Administration in 1981 from Nova University, Ft. Lauderdale, Florida.

From 1963 to 1967, she served as a school and library consultant for Field Enterprises Educational Corporation in Chicago (Dallas?), traveling and working with colleges and state Departments of Education in 17 states and 4 provinces of Canada. In 1967 she joined the staff of the American Library Association (ALA) in Chicago as Executive Director of the American Association of School Librarians (AASL) with offices in Chicago and Washington D.C. In 1976 she accepted the position of Director, Media Services – Technology with the Dallas Independent School District administration, with a central department staff of 50.

Lu Ouida married Ira Phillips in Chicago in 1974. Ira was in Ohio State Department and Lu Ouida resigned her position at ALA and began her consulting work in Columbus, Ohio.

Dr. Phillips traveled in all 50 United States and in Canada, Mexico, Europe, Scandinavia, Ireland, Japan, India, Thailand, Hong Kong, Taiwan, and Australia. She made a trip around the world.

Among her published writing were articles for The Instructor magazine for teachers and a regular column for the journal of the AASL School Libraries and School Library Media Quarterly. Dr. Phillips served on the Advisory Board of Weekly Reader and The Instructor magazines. She served on the Texas State Textbook Committee. She directed a Teacher Growth Workshop at the University of Texas and taught in the Harvard-Newton summer school. She served on the Waco Public Library (?). Dr. Phillips initiated the first district-wide training and use of computers in school libraries in Dallas. She unified the resources delivery system in Dallas schools to include books, audiovisual, television and field trips for total media support of teacher and student learning. She was invited to be a member of the Library Information Services delegation to Israel 2009 and 2010 by the president of ALA. Her memberships included Pi Gamma Mu, Phi Delta Kappa, American Library Association, Texas Library Association, and First Presbyterian Church of Lott.

Lu Ouida was preceded in death by her parents and all her sisters and brothers and their spouses, Wade and Alena Vinson, Leola and Dave Traver, Aletha and Raleigh Southwell, Jerry Vinson Pendergraft and Marvel and their son Jerry.

Lu Ouida is survived by LaVerne Wong, her lifelong dear friend who loved and supported her always, and by many nieces and nephews, great-nieces and nephews, great-great nieces and nephews, cousins, and dear friends.

A memorial service is being planned for a later date. Cards and greetings may be sent to La Verne Wong at the home that she and Lu Ouida shared. Lott was always a place near and dear to Lu Ouida’s heart, so she would most appreciate donations in her memory to Clover Hill Cemetery of Lott or the First Presbyterian Church of Lott.
