Born in Montauban, Pierre-Barthélemy Portal was a merchant and shipbuilder who was ruined by the French Revolution. He was Deputy Mayor from 1805 to 1811 and then Mayor of Bordeaux in 1814 during the Hundred Days. He was elected Master of Requests in the Council of State, and was influential as Minister of the Navy and the Colonies from 1818 to 1821, restoring the commercial fleet after the Napoleonic wars. He was a Peer of France (1821) and Regent of the Bank of France (1828).
