Fran was born in Guttenberg to John and Georgiana (Dremmel) Andregg, where she attended St. Mary's Catholic schools.
On November 16, 1960 Fran married Jerome Ulbrich in Guttenberg, to this union they were blessed with four wonderful children.
Fran enjoyed spending her free time by quilting and crocheting, she would give her beautiful projects to her family and friends so that they will always have a reminder of her.
She could also be talked into going to the boat now and then, to share some laughs and to gamble just a little.
She enjoyed spending time with family and the friends she made throughout her life.
