He was a son of Louis and Marion Monaghan Powell, Sr. He was employed by the City of Watertown DPW for several years retiring due to an injury at work.

He enjoyed flower gardening, his dogs Bella and Tosha, socializing, being with his friends and was well known as "One Punch Louie"
He was survived by his son, Jeffrey; a daughter, Michele (Robert) Bryant; step-children, Kathy (Tom) Falcone, Tammy (Tim) Clark; and Kimberly Fleming; seven grandchildren; five great-grandchildren; two brothers, Donald and Michael (Debbie); two sisters, Lana "Jeanie" (John) Hall and Marion "Bitty" Roberts; and his former wife, Sandra Castagner Powell.
Besides his parents, Louis was predeceased by his wife Shelia Marino Powell and 3 siblings.
