She was second of four children born to Milo and Ireta (Sawyer) Mills. Early in their marriage Milo homesteaded land in the Big Horn Mountains that would be known as Red Fork. Charlotte's early life was spent at the Five Springs and ML ranches in Kane, Wyoming where she enjoyed the company of her siblings and cousins.
Charlotte attended school in Ten Sleep and her parents made boarding arrangements for her to attend high school in Worland, where she graduated. She later attended Colorado Women's College in Denver, Colorado.
Charlotte was married to Eugene Whitlock in the Salt Lake Temple on January 30th, 1951. They enjoyed almost 68 married years together. They were blessed with five children. Craig (SuZann) Whitlock of Worland, Wayne (Allyson) Whitlock of Los Altos CA, Mark (April) Whitlock of Worland, Boyd (AnnaMarie) Whitlock of Ten Sleep, and LaRae Whitlock who preceded Charlotte in death.
Charlotte and Gene have been blessed with sixteen grandchildren and 28 great-grandchildren with two on the way.
Charlotte loved the outdoors. Charlotte spent her summers on Red Fork prior to her marriage, and Gene and Charlotte along with their children and grandchildren spent many wonderful summers there, always working hard to keep up the place but saving a bit of energy for a horseback ride.
Charlotte was an active member of the Church of Jesus Christ of Latter Day Saints. She served many years in the Primary program and later served as a Relief Society President. Charlotte and Gene also served as temple workers in the Billings, Montana Temple. She was a strong support to her sons, grandsons, granddaughters serving missions for her Church, and she had a strong faith in the gospel of Jesus Christ.
