Fred Lee Lancaster Carter, II was born July 28, 1947, at Lynchburg General Hospital in Lynchburg, Virginia. Fred was the fourth of five children and the only son born to the late Fred, Sr. and Juanita Bailey Carter.

Fred was a man of few words who would only speak when necessary. He was known for his quiet demeanor and strong presence. Although a man of few words, Fred was always able to articulate exactly what he wanted to say, getting his point across with clarity and understanding.

Fred was the consummate family man whose family meant the world to him. If any member of his family was ever in need, he would be there in the blink of an eye. Without question, Fred loved his family.

Fred attended Lynchburg City Public Schools and was a proud graduate of Lynchburg’s Paul Lawrence Dunbar High School, class of 1965. After high school, he attended Florida Agricultural & Mechanical University in Tallahassee, Florida. After two years at Florida A&M, Fred enlisted in the United States Marine Corps where he served his country for four years before being honorably discharged. After the military, Fred relocated to Washington, DC where he met and married the love of his life, Miss Charlotte Holbrook. Their love was insatiable and blossomed into a beautiful love story. They were united in holy matrimony and became the proud and loving parents of four beautiful children. They later moved to Prince George's County, Maryland, where they would raise their children and reside until today.

Fred was a longstanding employee at ADT Security where he worked for over 23 years. In 1993, his love of country and persistent call to serve and protect, led him to become a Special Officer with the United States Secret Service where he would continue to serve his country. During his tenure with the Secret Service, Fred had the esteemed honor of protecting multiple high ranking officials, to include, President William Jefferson Clinton, President George W. Bush II, and President Barack Obama. He retired, January 1, 2016.

At age 13, Fred accepted Jesus Christ as his Lord and Savior at the Dearington Baptist Church in Lynchburg, Virginia. In 1988, while residing in the DC area, he became a faithful and lifelong member of the National Church of God in Fort Washington, Maryland. In 1993, hearing the undeniable call of God on his life, Fred was ordained an Elder in the Lord’s Church. Fred was a humble servant of the Lord and served in whatever capacity needed. He was a faithful and devoted member of the Men’s Ministry and took great pride serving as a member of the men’s choir.
