Ruggles is the son of Philemon Wright and Abigail Wyman, he was united in marriage on 25 Mar 1815 to Hannah Chamberlin,daughter of Nicholas Chamberlin and Methable Elliott.and had eleven children. He was a natural leader much like his father as he carried on much of his father's work. He was the person who founded the "Hull Crib Slide" used for shipping the cut logs down the river and over the various falls. Ruggles built his crib slide along side what is now Laurier Avenue and it was the first timber slide in the country capable of passing full cribs. This was used from about 1828 until 1928 when the last logs were passed down the slide.

Ruggles donated land in 1846 for the site of Notre-Dame de Grace Church in Hull, Quebec. He was to become Hull's Postmaster. Ruggles was twice married and had children by both wives.
