She was the second daughter of Alfred and Gladys Mills. As a child, Lucille fell in love with the Oregon, Washington coast. At the age of 14, she began supporting herself by babysitting. Lucille married Ray H. Moore on June 29, 1960 in Elko, Nevada and was later sealed in the Idaho Falls LDS temple. Ray and Lucille settled in Pocatello to raise their children. She held multiple positions in the LDS Church. She worked as a seamstress at St. Anthony hospital and later as a pediatric ward clerk at Bannock Memorial. She even made wedding dresses. She loved riding her Honda Goldwing and was a member of a local bike club. Lucille loved fishing, camping and boating.
