James was the son of Robert and Eleanor Laughter Rowe. He was a graduate of Ben Lomond High School in Ogden, Utah, and served in the Army during Vietnam. He married Carol Ann Clifford in 1981.

Scott was retired from Hill Air Force Base, where he worked as a jet engine mechanic. After retiring, he worked part-time at CAL-Ranch.

Scott loved the Bears, and enjoyed horses, camping with family, and pheasant hunting. He was renowned for his beautiful yard. He made friends wherever he went, and was a truly kind and generous man.

At the time of his passing, Scott was survived by two daughters, five granddaughters, and one great-granddaughter, as well as five siblings. He was preceded in death by his parents, his wife, and two children, Waylon and Jessica.
