He was born on September 20th 1867 in Burlington, Vt., he was the son of Peter and Delia (Bone Benware Benway) Phillips.

Mr. Phillips was widely known as "Gypsy Paul".

Mr. Phillips is survived by his wife; Cora Phillips and one son; Paul Phillips.

Burial was made at the St. Paul's Cemetery in Poughkeepsie, N.Y.
