Parents: Stephen Balcom and Lucy Wright. Husband: Joseph Willoughby.

Broken and unreadable stone next to Levi J Hooper and wife Lucy "Lovey" Balcom. The Hooper stone is in the Old yard, lot 47U and this stone is directly to the right of it (if you are facing the names on the Hooper stone). In the Old Yard cemetery map that is available on the New Boston town website, the lot next to 47U, 46U is labeled "Willoughby".

The New Boston Historical Society New Boston Cemetery database pdf shows exactly one burial for the last name Willoughby (pg 81). It is for a "Sarah Willoughby" who was buried in 1868 at 70 years old. However Sarah is buried in lot 26L in the old yard in the "Williams" lot and her maiden name appears to have been Wilson, her married name Williams (wife of David Williams).

When this didn't pan out for a "Willoughby" burial in this location, I decided to search the cemetery database pdf for burials in "OYU- 46" (Old Yard, lot 46U) and the only one that shows up is for an Almira Wilson, who died in 1877 at 74 years old who should have a headstone. (pg 81)

I found a death record for "Almira Balcom Wiloughby" on ancestry.com (New Hampshire, U.S., Death and Disinterment Records, 1754-1947). She died in New Boston and in the death date it is written "Reported for yr ending Mar 31, 1878". Her parents were Stephen Balcom and Lucy Wright. Almira married Joseph Willoughby in Chelmsford, MA on Jan 31, 1826 and they divorced in NH on March 20, 1863 ("Massachusetts, U.S., Town and Vital Records, 1620-1988" and "New Hampshire, U.S., Marriage and Divorce Records, 1659-1947")

It seems that Almira Wilson and Sarah Willoughby's surname's have been accidentally transposed in the cemetery database document. Some evidence that points to the headstone at this location being for the Almira Balcom Willoughby mentioned above includes her sister "Lovey" Lucy Wright Balcom, wife of Levi J Hooper being buried directly to the left of this stone in lot 46U (children/marriages of Stephen Balcom and Lucy Wright found in "Frank W. Balcomb LL.M., ED.M., B.B.A, A First Book of the Balcombe Family". The Fraedy Press, Peabody, MA, pg 18-19). Also, the website of Janice Mauldin Castleman (https://freepages.rootsweb.com/~janicekmc/genealogy/nbcem.html) contains a list of names and dates on headstones she copied in the NB Cemetery in 1988 when the stone was still readable. One of the things she copied was a stone for "Mrs. Almira Willoughby", d. May 14, 1877, aged 74 years. The year and age match the burial details in the cemetery database for "Almira Wilson".

Lastly, the New Boston Annual Report for 1878, on pg 21-22 gives a list of Interments for the year ending Feb 1878, in that list there is an "Elmira Hill" who was buried on May 14, 1877, aged 75 years. (New Boston Town Representatives, "Annual reports of the selectmen, treasurer, and school committee, of the town of New Boston, for the financial year ending March, 1878." (1878).) The New Boston Cemetery database also lists an "Elmira Hill" buried in 1877, aged 75, in the Old yard (no lot) and no headstone. I can't find any evidence of Almira Willoughby becoming a Hill but I believe Elmira Hill is Almira Balcom Willoughby.
