U.S. Congressman. Born in Waterford, Connecticut, he graduated from Alfred University New York, in 1880, moved to Philadelphia, Pennsylvania, in 1888 and was successful in the banking business. He was president of the Twenty-second Sectional School Board of Philadelphia, (1906-09) and a member of the Philadelphia Common Council, (1910-15). In 1915, he was elected as a Republican to the Sixty-fourth Congress and to the next ten succeeding Congresses, serving until 1937. He was again elected to the Seventy-sixth Congress, serving (1939-41). He died at age 84 in Philadelphia, Pennsylvania.
