Ella "Mom Moo" Hall was born in Natchez on 11 July 1920, the daughter of Richard Hall and Fannie (Reamus) Hall. She was preceded in death by her parents; a son, Charles Groom; a daughter-in-law, Mamie; four sisters—Margaret Leach, Lettie Hall Lewis, Marguerite Davis, and Annie Laura Powell—and a brother, Richard Hall.
