Civil War Union Brevet Major General, US Congressman, Maine Governor. He served in the Civil War fist as Lieutenant Colonel, then Colonel and commander of the 11th Maine Volunteer Infantry. He was brevetted Brigadier General, US Volunteers on February 21, 1865, and Major General, US Volunteers on March 13, 1865 for "gallant and meritorious services". He was elected as a Republican to represent Maine's 4th Congressional District in the United States House of Representatives, serving from 1875 to 1877, filling the vacancy caused by the death of Samuel F. Hersey. He then served as Governor of Maine from 1881 to 1883.
