Bill was born in Granite City, Illinois to the late William E, II and Betty [nee Lewis] Mixon.
He served his country in the United States Army during the Vietnam War, and returned home to take the helm of his father's Mixon Buick Dealership, and later established the Mixon Insurance Agency.
His father and he also teamed up to develop the Norwood Shopping Center. Other activities included: boating on the river, membership and former Commodore of the Con Trios Yacht Club in 1996, 10 years as Secretary of the East St Louis Planning Commission, with his wife originating the July 4th Festival in Belleville Illinois, and helping to rejuvenated the American Legion Post # 2505, and was a proud member of the NAACP in East St Louis, but mostly using his cooking talents along with his oversized BBQ grill at festivals and community events.

Surviving are his wife Linda Mixon, one son: William E [Sebrina] Mixon, VI; one granddaughter: Emily; and one sister: Ginger Bourn.
A Celebration of Life will be announced at a later time by Valhalla Chapel.
