He was educated in the Candler County School System. He worked in the school system in several capacities as well as several restaurants in the area. Billy Ray loved to cook, especially on the grill. He was a member of Mercer Grove Missionary Baptist Church.
He leaves to cherish his memories: his mother, Madie Harper of Metter, GA; one daughter, Denisha Dekle Bryant (Terrance) of Killeen, TX; two sons, Billy Ray Dekle of Millen, Ga, and Allen Jermaine Harper of Metter, GA; two sisters, Fayette Harden (Jake) and Janet Huiett both of Metter, GA; three brothers, Richard Parrish of Metter, GA, Robert Harper of Statesboro, GA, and Darian Harper of Virginia Beach, VA; three granddaughters, Harmoni Elise Bryant, Lyric London Bryant, and A'liannah P'aris Dekle. Also cherishing his memories are his aunts, Ruth Hobbs, Della Blake, Delores Harden, and Maxine Rutherford; his uncles, Carl Parrish, Alfred Dunlap (Dorothy), Alton Dunlap, Henderson Dunlap (Jean), and Reverend Cecil Dunlap (Linda), along with a host of nieces, nephews, cousins and friends.
