Virginia Governor, US Congressman. Native Northerner who practiced law in Illinois and New York before going to Virginia after the Civil War as a carpetbagger politician. Served as Virginia Governor from 1870 to 1874. Later represented Virginia's 3rd District in the House of Representatives from 1875 to 1879.
