She was born in Houston on February 8, 1943 to Ben and Dorothy White.
She was raised in Houston and attended Lamar High School.
She received her degree from the University of Houston.
When she was 17, she met the love of her life, Herb Kemp.
They adored their family, a daughter, granddaughter, and grandson Michael Horton.
Penny was preceded in death by her husband Herb and her sister.
Penny enjoyed participating in Bible studies at Second Baptist Church where she served as a Bible Study teacher.
She will be greatly missed by her family and friends.
A memorial service will be held at Second Baptist Church in Kingwood on Friday, July 13th at 11:00am in the church parlor.
Please join us for a catered lunch immediately following the service.
A private burial service will be held at a later date.
