Born May 14, 1962, in Rockford, the son of Frank W. III and Judith Allen. Employed as an instrument technician by Commonwealth Edison's Byron Nuclear Power Plant. Member of St. Rita Catholic Church. Graduated from Guilford High School in 1980 and Rock Valley College in 1982.
