Frances retired as Chief Deputy Commissioner of Revenue for Rockingham County following 48 years of service. She attended Mount Zion Church, which met at Bellaire at Stone Port.
On December 26, 1956, she married Lyle Jennings Hill in Dayton, Virginia, who preceded her in death on September 20, 2002. They were married from 1956 to 1984.
She is survived by two daughters, Lori J. Clouse of Harrisonburg and husband, Rene' Clouse, of Port Republic, and Jennifer Lynn "Ginger" Rosen and fiancé, Michael Howard, of Timberville; her grandson, Jase Tanner Clouse and girlfriend, Alyssa "Jimmy" Francis of Harrisonburg and a brother, Robert "Bob" Skinner of Richardson, Texas. Many nieces and nephews, great-nieces and nephews, along with friends and nursing caregivers also survive.
A funeral service will be held at 11:00 a.m. Saturday, June 23, 2018, at the Johnson Funeral Service Chapel in Bridgewater with Pastor Wayne Wright officiating.
The family will receive friends Friday, June 22, 2018, from 6:00 to 8:00 p.m. at the funeral home.
