Phillip was born on December 25, 1948 in the King's Daughters Hospital in Maury County. He was the son of the late Robert Parrish and the late Elsie Martin Parrish. He was a graduate of Culleoka High School, was retired from the Columbia post office after twenty two years as a carrier, and worked as a volunteer at the Culleoka Fire Department. He was a member of Freewill Baptist Church.

Phillip enjoyed woodworking and often built houses. He was a "duct tape technician" who believed duct tape could fix anything. He loved being on the water and especially enjoyed bow fishing. Most of all, Phillip loved his family, and had a very special place in his heart for his daughters. He loved spending time at the S&K Store in Culleoka discussing politics, bragging about his fishing accomplishments, and helping around the store. He mentored and helped anyone he could.
