James was born July 28, 1934, in Tenaha, to H.J. and Blanche Neel. He attended Marshall Schools. On Feb. 7, 1953, he married June Evers in Marshall. Mr. Neel was a charter member of Victory Baptist Church and was instrumental in organizing Marshall's Dixie Baseball League. He retired from Texaco in 1994 after 35 years of service.
