Born the fourth of six children of Edward Mack Blair and Callie Leach Blair. Graduate of High Point College in 1941, later earning both a Master's and Ph.D. degrees from Ohio State University. From 1954 until his retirement in 1978 he served as assistant superintendent and superintendent of East Liverpool City Schools in East Liverpool, Ohio. He served four years in the US Army as a sergeant major.
