He was born March 19, 1960 in Drew County to the late Wylie Hogue and Savana Pearl Crews Hogue.
In addition to his parents he was also preceded in death by a twin brother, Dean Kelly and one brother, J.W. Crews.
Randy was a veteran of the United States Army, worked for Burlington and was of the Pentecostal faith.
Survivors include two brothers, Larry Kelly and Steve Kelly both of Monticello; and two sisters, Tracy Kinley and Betty Boothe. His special care giver, pastor and friend, Ed Hill and wife Diane of Warren; several nieces, nephews and friends.
