She was a member of Fairview Baptist Church and was the first woman elected as the clerk of the court for the city of Fredericksburg.
She was preceded in death by her husband, Earl D. Mills.
She is survived by three nieces, Gayle Hillert, Janet Spearman and Donna Walther; two nephews, J. Craig Spearman and Kent Spearman; and numerous great-nieces and -nephews.
A graveside service will be held at 2 p.m. Friday, July 22, in Sunset Memorial Gardens.
Memorials may be made in her name to the American Heart Association.
