US Presidential Cabinet Secretary. He served as the 16th United States Secretary of Defense during the Administration of President Ronald W. Reagan from 1987 until 1989. Born Frank Charles Carlucci, III, his father was an insurance salesman, Frank participated in wrestling at Princeton University, while receiving his Bachelor of Arts in International Relations. Following service with the United States Navy, he enrolled at Harvard and joined the MBA program, prior to enlisting with the Foreign Service. He held embassy positions in Brazil and Portugal, prior to returning to Washington, where he served as a deputy to Casper Weinberger, when he was Director of the Office of Management and Budget and later Secretary of Health, Education and Welfare. In 1978. President Carter appointed Carlucci to serve as deputy CIA Director. When Casper Weinberger became the Secretary of Defense under President Reagan, he brought Carlucci in as his deputy. From 1986 until 1987, he served as the 15th United States National Security Advisor. He succeeded Weinberger as Secretary of Defense in 1987 and during his tenure, He cut the defense budget by ten percent and introduced a department task force in order to reform the weapon procurement system. After leaving Washington, he would go on to serve as chairman of an equity company. He died from Parkinson's disease.
