James attended Elmwood School, St. Anthony of Padua Grade and High School. He was a member of the LeMoyne College Class of 1958 and Syracuse University College of Law Class of 1961. Admitted to the Bar in November 1961, James practiced law in Newark, New York for two years and then returned to Syracuse to practice law with Norbert F. Abend, Esq. and George T. Driscoll, Esq. in the firm of Abend, Driscoll & Lutz at 205 South Townsend Street.
James served as Principal Law Clerk to Hon. William R. Roy, JSC until he was appointed as Executive Assistant to Justice Roy, Administrative Judge for the Fifth Judicial District. He also was the past Assistant Counsel to the New York State Judiciary Committee and Counsel to Assemblyman Hon. Kenneth G. Bartlett, New York State Assembly.
He was also an instructor of Criminal Law, Penal Law, Criminal Procedure and Laws of Evidence at the Police Academy, Onondaga Community College. James served as the Past President of the Rotary Club of Syracuse and Delegate to the 1980 Rotary International Convention in Rome, Italy.
James was a member of the Onondaga County Bar Association and Upstate Trial Lawyers Association. He was the past Secretary of the University Club of Syracuse. He retired from the practice of Law in 2010.
Surviving are his wife, the former Sally E. Sheridan; children Stephen J. and Kathy Lutz of Mt. Carmel, PA, Andrew P. and Melissa Lutz of Elmira, NY, and Cynthia D. Lutz of Seven Fields, PA; grandchildren, Zachary, Brianna, and Maren; and sister, Lee Weiss.
A Mass of Christian Burial will be held on Thursday, May 24 at 11 am at Immaculate Conception Church, 400 Salt Springs St., Fayetteville. Burial will follow at St. Francis Xavier Cemetery, Marcellus.
