Leo Moore, Jr. was born in Marietta, Texas to Leo and Blanche Hilliard Moore. He attended elementary and high school in Atlanta, TX. He graduated from Prairie View A&M College (University) with a Bachelor of Arts degree in Business Administration in 1953, and earned a Master of Public Administration degree from the University of Missouri in 1967.

While attending Prairie View A&M, Leo started the school’s first student organization for business majors. It was at one of those meetings he met his future wife, Jessye Hamilton. She was both beautiful and intelligent, and from that day until they were separated by death, he was her greatest supporter and confidante. He was a devoted husband who took joy and pride in making sure all her needs were met.

Upon graduation from Prairie View A&M, Leo was commissioned as a 2nd Lieutenant in the U.S. Army. After completing his 2-year active duty commitment, he and Jessye moved to Kansas City, MO. He served his country for another 12 years through the Missouri Army National Guard, obtaining the rank of Captain.

Leo was a dedicated civil servant for over 30 years. He was employed by the U.S. Postal Service for 12 years, first as a distribution clerk, and later an accounting clerk. He was the first black person to work in the accounting office of the U.S. Postal Service in the four-state region (Kansas, Missouri, Iowa and Nebraska). He was also a hearing officer and investigator, traveling to different post offices within the region to take testimony regarding personnel matters and preparing reports to finalize those investigations. Leo was a civil rights advocate within the postal service. Although he, as well as most of his black peers, were more educated than their white counterparts, they were not being recognized or promoted. Leo was vocal about these disparities, and his transfer to another agency was initiated to silence his voice. In 1967, he became a loan officer for the U.S. Small Business Administration (SBA). Once again, he was the first black person to be employed in this capacity within the four-state region. He later became the Minority Enterprise Representative and retired from the SBA as the Assistant Regional Administrator for Minority Small Business in 1986.

Leo was active in his community. He was a member of the Ivanhoe Club and held many offices over the decades. He was a mentor in the Junior Achievement Program and was active in parent organizations when his children were in school. After his retirement, he volunteered with the AARP conducting driver education classes.

Leo Moore was baptized at Enon First Baptist Church in Atlanta, Texas. His faith was built upon the foundation laid by his parents and he developed a personal relationship with Christ that never wavered. He and his family joined Second Baptist Church in 1963 and he became an active member. He served in numerous capacities including: Chairman of the Board of Trustees, President of the Adult Sunday School Department, Chairman of the Budget Committee, member of the Camp Committee, Sunday School teacher, President of the Second Baptist Men and a member of the Kitchen Committee. He was an avid bible student and would often testify of the miraculous things God had done in his life.

Leo was instrumental in establishing Boy Scout Troop #6 at Second Baptist Church. He served as Scout Master, Charter Organization Representative and Advancement Chairman. He was a firm believer in the scouting program and encouraged three generations of his family to become scouters. His son, Michael, and grandson, Aaron, became eagle scouts. His great grandson Elijah is a current scout.

Leo was a Christian role model and a dedicated husband, father and grandfather. He was preceded in death by both parents, his son, Michael Vance Moore, and one sister, Sleta Starling. His legacy will live on in the family that remains to cherish his memory; Jessye, his wife of 63 years, two daughters Andrea Henderson (Eddie) and Tamara Callahan (Joe); five grandchildren, Danielle, Ellice and Aaron Henderson and Joseph and Isaiah Callahan; one great grandson, Elijah Henderson; two sisters, Lesell Jamison and Ollie Grundley; one brother, Chester Moore; nieces, nephews, in-laws, and a host of other relatives and friends.

Services for Mr. Moore will be held 11A.M. Tuesday, May 15, 2018, at Second Baptist Church with Rev. Joe Callahan officiating. Friends may call 9AM-11AM at the church. Burial at Forest Hill Cemetery.
