The Ancestry Navy muster rolls shows that he reported on board the USS Idaho, BB-42, on March 5, 1935 and was on that ship until at least September, 1940. At time his rate was Y1c. In late 1940, he is shown in Hawaii, then transferred to the NAS Jacksonville, Florida. No further info is found on the web. Stephen Garland's last place of residence was North Conway, NH.
