He was born in San Diego to Eugene and Maude Dawley Hartley. The oldest of two children, Dick excelled in sports at a young age. He was part of the Hoover High championship baseball teams of the early 50s. After baseball briefly at Oregon State, he returned to complete his degree at San Diego State College. Subsequently, he joined the U.S. Air Force where he achieved rank of 2nd Lt. as a Pilot. Basic was at Lackland, TX, with stints in Bainbrdige, GA, and Moses Lake, WA. During his time at Lackland, he married his high school sweetheart, Doris Elaine Williams, in San Antone in 1955. After military service, he started his 64-year career in the insurance industry at a firm in Panorama City, CA, before returning to San Diego to join Ekern Insurance, eventually forming Ekern, Hartley & Scott with his longtime friend Ed Scott. Dick's professionalism was well respected as an insurance executive, with that "always willing to help" personality. The agency later was renamed Hartley, Cylke Pacific Insurance Services where Dick served as Chairman of the 106-year old company. He'll always be remembered for his impact on the San Diego insurance community. His passion to help others was reflected by being an active member of the North Park Lions Club for 60 years, where he was president 50 years ago this month. What a genuine group. He was also an Allied Gardens Little League coach for a number of years. Additionally, he was a member of the Los Senderos Riding Club, and Dick always loved a good ride! He spent many days at his Cuyamaca Ranch horsin' around. San Felipe buggy trips every October were so enjoyable, along with numerous cruises to far away places, desert trips and Mammoth and Yosemite camping trips. He is survived by his son Mike (Marylouise), sister Barbara of Vacaville, grandchildren Mike (Cara), Lauren (Nick) and Zackary of Visalia, niece Brenda of Citrus Heights, nephews Jeff (Sherry) of Dixon and Greg (Michelle) of El Dorado Hills, grandniece Sammy of Sacramento and three great-grandchildren. His girlfriend Gayle was so special to him in his later years. Preceded in death by son Deputy Sgt. Stephen and wife Doris Elaine.
