Dr. Charles Evans was born in Kentucky where he served as a superintendent for several years. In 1905, two years prior to statehood, Charles Evans came to Ardmore, Oklahoma to serve as superintendent for the Ardmore City Schools (1905-1911).

In 1908 while serving as ACS superintendent, he was elected the first President of the Oklahoma Education Association. In 1911 Dr. Evans was selected to serve as the president of the Central State Normal School (now UCO) in Edmond, OK. In 1916 he accepted the Presidency of Kendall College now known as Tulsa University. Under Dr. Evans' leadership both Central State Normal School and Kendall College saw a rapid growth in enrollment. In 1917 he left Kendall College to make his home in Oklahoma City where he worked as an editor and author for a publishing company.

From June 1921 to July 1926 Dr. Evans would serve as Dean of Educational Extension for A & M College in Stillwater, Ok (Oklahoma State University). From 1926-1930 Dr. Evans served as Vice President and Educational Editor for Harlow's Weekly. In 1932 Dr. Evans was called on by Governor William Murray to organize and direct Federal Relief to thousands in Oklahoma City and Oklahoma County under the Federal Emergency Relief Association.

After spending five years (1937-1942) in retirement and travel Charles Evans was called in 1944 to serve as Secretary of the Oklahoma Historical Society where he would serve until January 28, 1954, retiring at the age of eighty-four.

In 1953 the Ardmore City Schools' Board of Education named a new $250,000 elementary school at the corner of Harris and Maxwell in his honor--Charles Evans Elementary. The dedication occurred on December 10, 1953. Dr. Evans always thought of Ardmore as his home and would later return to Ardmore for his final years.
