US Congressman. Elected as a Democrat to represent Ohio's 17th District in the United States House of Representatives, he served from 1931 to 1935. After graduating from Ohio Wesleyan University in 1918, he became Vice-Consul for the United States in Naples, Italy. He returned to America in 1919 and became a college professor, first at the College of Wooster (Ohio), then at Harvard University and Dennison University. He was elected to Congress in 1930 and reelected in 1932. He was an unsuccessful candidate for election to the United States Senate in 1934. Appointed as Under Secretary of the Interior, he served from 1935 to 1938. He applied himself to a business profession until 1947, when he became a professor at Akron University. He was a candidate for election to Congress in 1954, but withdrew before the election due to ill health. He died the following year while visiting Florida when he was 60 years old.
