Arthur L. “Buddy” Dunlap, Jr., was President of the Shenandoah Apple Blossom Festival® in 1991 and 1992. Terrible weather and significant changes in the preceding year meant that the Festival was in some turmoil when Buddy took over; and, he did a masterful job in restoring order and producing two Festivals that were artistic as well as financial successes.

Buddy has always been a great favourite with the Festival Staff. He has maintained a solid friendship with long-time Office Manager, Donna Saville, for over 30 years; and, was the Chairman of the Personnel Committee that hired current Executive Director, John Rosenberger.

Buddy rose to the Festival Presidency through the Carnival and Concessions Department; and, was a mentor to younger volunteers such as Jake Vickers and Dickie Wisecarver; who in turn have mentored another generation of Festival Volunteers.

Buddy bleeds pink and green [and, has always worn it in his Festival clothes, even back when a lot of people didn’t]; and, he richly deserves this special recognition!

Mr. Arthur Lee "Buddy" Dunlap Jr. 76, of Winchester, VA, passed away peacefully on Thursday, September 1, 2016 at the Blue Ridge Hospice Inpatient Care Center.

Buddy was born on January 4, 1939 in Winchester, the son of Arthur and Margaret Dunlap.

He graduated from John Handley High School in 1957.

After graduating from VA Tech, Class of 1961, with a bachelor degree in Math and Science, he served with the U.S. Army and worked for the National Security Agency. He then went to work for Nationwide Insurance in Winchester for 47 years and was a top producer for Nationwide.

On December 7, 1963, he married Ann Helfrich. They were married for 52 years.

As a civic leader in Winchester, he served as President of the Rotary Club from 1987-1988 and Assistant Governor in the District from 1995-1996. For most of his adult life, Buddy served in many capacities for the Winchester Apple Blossom festival and was president from 1991-1992.

Surviving Buddy is his wife, Ann Dunlap; daughter, Ann Margaret Dunlap Aycrigg and husband Ben of Denver, CO; son, Arthur Lee Dunlap III and wife Amy of Montgomery, OH; and four grandchildren, Patrick Arthur Dunlap, Thomas Trae Dunlap, Mason Lee Dunlap and Lucy Kate Dunlap.

Buddy lived a caring, loving and outgoing life touching everyone he came across.
